Kevin Eisenhauer

Senior Principal Regulatory Engineer, SES

Kevin Eisenhauer is a Senior Principal Regulatory Engineer at SES, where he plays a central role in shaping the company’s long-term global spectrum strategy. Working closely with senior leadership, he analyzes emerging regulatory risks and opportunities, leads international engagement to protect and optimize satellite spectrum assets, and represents SES in high-level global and regional forums. With more than eight years in the satellite industry, Kevin has become a trusted voice in international spectrum policy, known for combining technical rigor with diplomatic skill. His recent leadership in protecting C-band spectrum in Africa and advancing key ITU technical guidance has positioned him as a rising authority in global satellite regulation.

Kevin’s career spans regulatory engineering, public policy, and strategic spectrum management across multiple organizations and geographies. Before joining Intelsat (now SES) in 2021, he served as a Regulatory Engineering Manager at Access Partnership, advising clients across the telecommunications sector on regulatory compliance, market access, and policy strategy. He later joined Airbus Defence and Space in Toulouse, where he supported frequency management and strategic planning for defense and space programs. These roles built a foundation for navigating complex regulatory frameworks and aligning technical detail with long-term business strategy.

At SES, Kevin focuses on safeguarding spectrum critical to satellite operations while enabling future growth. One of his most significant accomplishments has been building coordinated regional support across Africa to protect C-band satellite spectrum from 5G encroachment. Through sustained, one-on-one engagement with national regulators, he helped ensure that satellite priorities were given equal consideration alongside mobile interests. As coordinator for the Global Satellite Operators Association at the African Telecommunications Union, he unified industry positions and worked closely with regional bodies including SADC, EACO, ECOWAS, and ECCAS in advance of the 2023 World Radiocommunication Conference.

Kevin also played a pivotal role in securing the publication of ITU-R S.2546, a technical report addressing mitigation of 5G interference to C-band satellite operations. He led drafting efforts, coordinated stakeholders, and drove consensus-building to move the report from proposal to approval, providing essential guidance to administrations and industry worldwide.

Beyond specific initiatives, Kevin represents SES at major international forums including the ITU and regional preparatory groups, and is actively involved in the company’s global campaign for WRC-27. Colleagues and industry peers consistently point to his integrity, professionalism, and ability to collaborate across technical, commercial, and legal disciplines.
