
Associate Director and Head of Space & Development, Access Partnership
Hamza Hameed is Associate Director and Head of Space & Development at Access Partnership, where he leads government and industry engagements on space, satellite, and connectivity policy across the Asia-Pacific region and directs the firm’s global work on space sustainability. With nearly a decade of experience at the intersection of law, regulation, and space systems, he is recognized as a principled convenor who translates complex policy frameworks into practical, implementable outcomes. His work spans national regulatory reform, multilateral engagement, and ecosystem building, with a consistent focus on inclusion, responsible innovation, and long-term sector resilience.
Based in Singapore, Hamza advises governments and private-sector clients on regulatory frameworks covering satellite communications, Earth observation, positioning and timing, and space transportation. He has led and contributed to national and regional initiatives that modernize licensing, monitoring, and enforcement regimes in line with international practice, including serving as lead advisor on Pakistan’s space regulatory reform program. Alongside client delivery, he has co-authored regional blueprints on LEO connectivity that address fair competition, rural access, and sustainable market development.
Prior to joining Access Partnership, Hamza worked as part of the Secretariat of the International Institute for the Unification of Private Law (UNIDROIT) in Rome, Italy. He led the promotion and implementation of a global system of secured transactions law for the space sector through the Space Protocol of the Cape Town Convention.
Hamza’s influence extends well beyond consulting. He served as elected Chair of the Space Generation Advisory Council (SGAC) from 2022 to 2024, leading the world’s largest network of students and young professionals in space, comprising more than 35,000 members across 165 countries. During his volunteer term, he managed an annual budget exceeding $800,000, enabled more than 300 scholarships for participation from underrepresented communities, and oversaw more than 30 events across six continents. Under his leadership, SGAC strengthened governance and safety through new codes of conduct and harassment policies, expanded its endowment beyond $1 million, and amplified voices from the Global South in global forums including the G20 and the United Nations.
In parallel, Hamza serves on the ITU Secretary-General’s Youth Advisory Board, is Vice Chair of the International Astronautical Federation’s Asia-Pacific ACCESS Committee, and chairs the Ethics Committee of the International Institute of Space Law, where he helped develop the Institute’s first code of conduct. He also teaches spacecraft financing at Leiden University, is a Visiting Professional Fellow at Aston University, and regularly publishes and speaks on the legal and financial foundations of a sustainable space economy.
Hamza was awarded the IAF Young Space Leadership Award in 2024. He currently serves as the Coordinator of the UNIDROIT Focus Group on the Implementation of the Space Protocol to the Cape Town Convention, and as an Advisor to the Space Finance Corporation.
